usb4java 1.3.0 includes LibUsb version 1.0.22 which fails to work correctly on older MacOS operating systems (Sierra) as documented in issue libusb/libusb#519

The issue was resolved in LibUsb 1.0.23.

Upgrade usb4java to use LibUsb 1.0.23 to restore USB support for users of older MacOS operating systems.
