Emit the ADR-0038 span shape (broker-named messaging.system via the new system option, send/process <queue> names, babelqueue.urn, dual-emitted legacy attributes for one MINOR) and the ADR-0039 metric set, add the DeadLetterObserver seam to the core, and vendor conformance v1.9.0.
Add an additive BodyVerdict API that classifies a raw body as ok, poison or unknown per ADR-0036 without changing decode, and run the conformance v1.7.0+ identity_verdict section so the results gate stays green on the v1.9.0 pin.

Release v1.15.0 of the r1-otel plan (ADR-0038, ADR-0039): semconv-aligned OTel spans with a broker-named messaging.system option, send/process span names and babelqueue.urn, the standard metric set, the dead-letter observer seam, and conformance v1.9.0 (pinned in CI and release). Wire envelope unchanged (schema_version 1). See CHANGELOG.md for the full list.
