Add publish_with_headers and surface non-bq headers on consume for the four transports, keep traceparent/tracestate across the Kafka retry chain, and add AsbTransport.settle_native_dead_letter. Bypass redrive now keeps the Kafka record key and the Pulsar bq-job route and waits for the broker acknowledgement before committing the DLQ offset (ADR-0028, ADR-0039).
Emit the ADR-0038 span shape (broker-named messaging.system via the new system option, send/process <queue> names, babelqueue.urn, dual-emitted legacy attributes for one MINOR) and the ADR-0039 metric set. Add the additive publish_envelope producer seam and a default-queue getter, wire the dead-letter observer seam, and vendor conformance v1.9.0.

Release v1.25.0 of the r1-otel plan (ADR-0038, ADR-0039): semconv-aligned OTel spans with a broker-named messaging.system option, send/process span names and babelqueue.urn, the standard metric set, the dead-letter observer seam, and conformance v1.9.0 (pinned in CI and release). Wire envelope unchanged (schema_version 1). See CHANGELOG.md for the full list.
