Add callback mechanism for file loading #667

cppcheck currently has performance issues that can be solved by loading files lazily, when they are needed, instead of loading every possibly included file upfront. In order for this to work, cppcheck needs to be aware of when new files are loaded and to have the ability to do processing on them when that happens. I suggest adding a callback mechanism for this.
