FPM: config test runs twice in daemonised mode #11086

If FPM config test is run it prints the successful config test message twice:
$ php-fpm -y fpm.conf -t
[16-Apr-2023 11:41:06] NOTICE: configuration file fpm.conf test is successful
[16-Apr-2023 11:41:06] NOTICE: configuration file fpm.conf test is successful
This should be fixed so it runs just once.

Fix is in #13357. The problem is not actually running the test config twice but printing the message twice due to wrongly identifying stderr. This actually is not problem only with test config but it will also duplicate config error during the actual run in daemonized mode.
