Fix for issue where opendir(), when used with ftp:// stream, is attempting to open data stream when it isn't necessary. To solve this error checking will be done before attempting to open the data stream.
Added two test cases for this. Both are based on the FTP test cases and re-use ext/ftp/server.inc
