The array-push fix covered only `target: web`. The other two formats lost the
library value of an entry without a runtime of its own just as silently:
- commonjs never emitted the `return` a render-based library (umd, amd, system)
reads, so the wrapper handed back `undefined`, and its `var exports = {}`
shadowed the module's own, so an `exports`-assigning library wrote its value
into the chunk object and dropped it. Name that object instead.
- module took the entry's export definitions over while still rendering it as a
factory whenever another module imports it, which `dependOn` guarantees, so
the runtime chunk called `__webpack_require__.d` without defining it.
An `amd`, `umd` or `system` entry without a runtime of its own emitted an empty dependency list, so the loader was never told to fetch the chunks carrying that runtime and the module could not be required on its own — #10537. Rollup states them for every format that can express one; `output.library.declareChunkDependencies` does the same here, as AMD module ids and as System paths. UMD states them on its AMD branch alone: no other branch has a loader to ask. Also extracts the chunk-to-chunk relative path out of the commonjs and module chunk formats, which had a copy each, rather than adding a third.
